Awardee Resources

NEUP Principal investigators have specific responsibilities they must fulfill as part of their federal research subcontracts, including submitting quarterly reports and meeting agreed-upon research milestones. As principal investigators, their role is to conduct necessary research within the boundaries of the subcontracts including scope, schedule and budget. They need to regularly interact with their assigned technical reviewer and must ensure their quarterly reports are submitted on schedule to the NEUP Integration Office.

Required Reporting

Report templates and instructions are sent out to Principal Investigators following award. Reports and Quad charts are due by the 30th of the month following each reporting period. Reporting information, once completed, should be submitted to both [email protected] and [email protected], along with any project-specific reporting requirements which are distributed with awards. Reports are also required to be uploaded to FedConnect.

(The following templates are for Informational Purposes Only.)

Reports shall include the following elements: (a) a brief abstract of the report which describes the overall objectives and results; (b) a full statement of each objective and description of the effort performed and the accomplishments achieved; (c) a list of any publication or information release made of material developed or maintained through the performance of the award; (d) a final quad chart; and (e) any other relevant information.

The final report shall contain a comprehensive summary of all work results and conclusions.  All reports shall fairly and completely describe the efforts applied to and the results obtained toward achievement of objectives of the award.  If an objective is not accomplished, such failure shall be fully documented and explained in the report. The final report is due within 90 days after the contract end date and should be e-mailed to [email protected] and [email protected] and submitted to the Office of Scientific and Technical Information (www.osti.gov).

*Please note the PI is required to submit the Final Report and all scientific reports to the Office of Scientific and Technical Information (www.osti.gov).

PI Change/Move Guidance

There is a codified process for any PI changes or moves that must be considered when moving institutions. A PI change or move should be communicated to the Contract Specialist, who will then start the process with the funded university. For questions about the PI Change/Move Guidance please contact the Contract Specialist for the award.

Foreign Travel Guidelines

Requests for foreign travel approval will not be accepted after the travel has occurred. Foreign travel must be listed and approved in the project budget. If you are unsure whether or not foreign travel has been outlined in your budget, please contact your DOE-ID contract specialist.

No-Cost Time Extension (NCE)

To apply for a No-Cost Time Extension (NCE), please submit a completed NCE Request Form and submit to Tara Haack ([email protected]) and cc: Crystal Sosalla ([email protected]). Once received, a budget replan, by milestone, will be sent out and will need to be completed and returned. If you need additional assistance, please contact NEUP at [email protected].

A request for a NCE on existing NE funded projects must only be made between October 1 – April 15. Any request outside of this period will need to be substantially justified and receive approval from the Contracting Officer.  NCE requests may be granted for up to 12 months, pending review and approval.

Please allow a minimum of 8 weeks for processing a NCE. When the NCE modification has been processed, an email link will go out to the POCs on the award, directing them to Fed Connect to view the modification document. You may also go to Fed Connect to check status any time as well.
